Change selected user-interface language

Describe the issue

I have nb_NO selected, and wanted to change to "en" or "en_UK" to make a screenshot.
Says Bad request.

I already tried

• I've read and searched the documentation.
• I've searched for similar issues in this repository.

Steps to reproduce the behaviour

1. Select a user language some time before 4.14.2.
2. Experience inability to change it back, or to anything else.
