Redundant copy and clone buttons

Describe the issue

The copy and clone buttons beside the secondary language field are redundant when some plural forms of that secondary language are untranslated.

The same issue occurs when some plural forms of the first language are untranslated, opening the string with plurals in a language that is neither the user’s first language nor secondary language.

• I've searched for similar issues in this repository.

Steps to reproduce the behavior

1. Go to the language tab of User profile
2. Set some languages with plural forms as “Secondary languages”
3. Go to the editor
4. See the issue

Expected behavior

No copy and clone buttons beside the secondary language field when some plural forms of the secondary language are untranslated.
