"Go to Zen" button when no editing permissions are available

Describe the problem

When the translator does not have permission to change the committed string, there is no "Edit in zen mode" button. To switch to zen mode you have to go back to the whole component view, or find a string that is not accepted.

Added "Browse in zen mode" button
