问题原因，上传文件时，PHP会将上传的文件放在Temp文件夹内，再由wordpress传到网站根目录下，由于Temp文件夹没有IUSER和IIS的权限，所以导致该问题出现。

解决方法：将php.ini文件中规定的Temp文件夹添加IUSER和IIS的权限即可。
