In order to serve WikiWatershed/rapid-watershed-delineation#83, we need a new image for docker-taudem.

Make one using Ubuntu 16.04, the last Ubuntu version that shipped with Python 2.7 by default.

Publish the image with the tag 5.3.8-xennial to indicate that the TauDEM version has not changed, only the containing environment.
