Can't create individual from match page

Expected behavior
Selecting and confirming a marked individual as a match candidate from the match results page will label the current encounter with the selected individual's ID.

Current behavior
Selecting and confirming a marked individual as a match candidate from the match results page displays an error message popup that says "EXCEPTION CASE". The ID does not get assigned. The workaround is to manually update the ID from the Identity section of the encounter page.

Steps to reproduce:

1. Go to match page
2. Select the checkbox for ranks 1 or 3 (doesn't matter as long as it's a marked individual)
3. Click "set to individual" button in upper right
4. EXCEPTION CASE popup appears
