Do you happen to be using DGVoodoo or any other graphical enhancement software like reshade etc?

Someone else reported this issue and their fix was deleting old DGVoodoo files and installing the latest version.

It appeared to be a problem with his dat mods somehow, although the problem came back after the most recent patch

I had this problem recently when I changed my resolution and it would not zoom out using scroll wheel and be completely zoomed in. I was able to fix it by readjusting my resolution to 1440p. Not sure if this helps but I am also not able to get the minimap to show mobs or npc even if I try to enable it nothing will show.

I was able to deduce that my issue was the result of a direct3d issue on my computer, and had nothing to do with Windower or the FFXIDB plug-in. A reinstall of direct3d and a change of my d3d proxy I was using restored the map completely.

Definitely seems like a directx/direct3d backwards compatibility issue. Setting up DgVoodoo worked for me: https://www.bg-wiki.com/ffxi/DgVoodoo_Setup_Guide
