Need to bump wui-Dom dependency version to 0.3.1 #3

Since there has been a new release of wui-Dom, some games have already begun using this. This poses a problem as now if they use this component, they will have a conflict of versions. Though this sucks, for the time being we need to keep all our components in sync with versions, until component 1.0.0 is ready for integration.

Could you please create a new release of wui-View which has the latest versions.

P.S. we may need to look into the other dependencies as well
