Add CVE scan for Debian Jessie and Buster

Agent needs to report which Debian suite it is running.

Server needs to add a field suite to both DebPackage and Vulnerability models. fetch_vulnerabilities() should download three databases (stretch, buster, jessie) instead of one.

When selecting vulnerabilities for a package, only the vulnerabilities for the matching suite should be filtered.
