libintl/gettext support is weak #136

check again all dependencies on libintl/gettext
make sure ENABLE_NLS switch triggers inclusion of the flags
and steers building with and without NLS
internationalize error messages (use positional message format string
as in asnprintf, C++ operators are really bad for internationalization)
