Dismissing notices doesn't dismiss them on refresh #365

Scenario: Resend a donation receipt - a notice will appear - clicking the dismiss button removes it but when you refresh it's back again.

Bumping off on 1.3.2 for now since it's not a super urgent bug

Closing for the following reasons:

  1. The notices currently appear using the WordPress core methods
  2. WordPress will likely have a more standardized way to handle these
  3. We haven't received many support requests regarding this issue
