Issue Description

Update handbook with better instructions for gaining access to the HelpHub editor and Developer Handbook sections.

Why is this a problem?

@atachibana is only one of the contributors who has rights to provide access. The section also does not mention the requirements for gaining write access, and the differences between HelpHub and Handbook edit access. Found both out the hard way at WCUS!

Suggested Fix

@atachibana, @zzap, and @femkreations are current POCs for granting access - is there a more evergreen method of requesting and granting access which can be advertised which does not rely upon specific named gatekeepers? The section should also include a description of the differences between HelpHub and Handbook edit access.

Actually, @atachibana has the access but he's not here (at WCUS) right now and is in a different time zone. Unfortunately, we don't have a better way to give access because that's how WordPress works.

Maybe one day we'll be able to edit content on the frontend, OR we'll move everything to GitHub.
