Contributor Handbook Empty Section

There is a blank page on some of the segment in Contributer Handbook Document .I don't know if the page is blank intentionally or this can be treated as issue.

Why is this a problem?

I think either the page should not be hyperlinked or if it is linked then it should give proper information or at least summary of the task described or else it gives bad user experience.

Page should be hyperlinked with proper information.
