Plugin authors can provide
tags
as taxonomy for their plugins, but there is little to no information about how this actually works with the WordPress.org plugins repository or how it can be beneficial to plugin authors. The tags are a comma separated list of keywords one may use when searching for the plugin.Here's how it's done in WooCommerce

Why is this a problem?
It's hard to understand why properly categorizing your plugin would be a benefit.
Makes it easy for plugin clearinghouses to game the system and show up first in search results.
Makes it tough on the new developer who may have a really solid plugin that does one thing well, but doesn't know how to get visibility.
Suggested Fix
Add the information about taxonomy for plugins as it relates to those hosted on WordPress.org, explain why this is important, add as a best practice for plugin authors.
Update docs to reflect!
