If so, I would like to suggest and possibly contribute to updating the landing page for the tool. I believe if a user stumbles on the site that they would not have any clue as to what it was or how to use it. So, some basic instructions and links would help.
Also, once stuff is updated a bit. I would be interested in promoting this tool throughout several areas of developer documentation. This is a great way to create an inclusive no-code or low code contributor space for Gutenberg. Thanks!

Nobody is actively focusing on it right now, but we do fix bugs and keep it running. Adding some instructions to the homepage sounds like a good idea 👍🏻
Adding to docs is a good idea too. Ideally we'd be able to finish WordPress/gutenberg#30149, so that PRs automatically get a comment with a link to the gutenberg.run env. I ran out of time for that, though, and I'm not sure when I'll be able to pick it back up. If you'd like to, please feel free!

I recently went down a Twitter rabbit hole with help from @Mamaduka to re-discover this super useful tool!
I recall reading about it on WP Tavern awhile back, but forgot about it since.
Is this still being actively developed?
