The handbook homepage has signposts directing contributors to the FSE Outreach Program, which has dropped the FSE focus, and is currently evolving to a new format.

Presuming that there will remain test opportunities for those participating in the newly labeled "Outreach Program" structure (on Slack, #outreach), the FSE references should be updated accordingly.
