Previewing WordPress core Pull Requests requires a local development setup.

PRs that are difficult to test get less testing. For WordPress, that's all PRs. If I'm not a developer or I'm not on my work computer, I'm not going to provide any feedback.

Providing an easy way to preview WordPress pull requests would empower contributors to provide more reviews, make calls for testing easier, and perhaps even attract more contributors.
