Openverse is a technical project, requiring primarily code, design, and translation contributions. The categories for Openverse in https://github.com/WordPress/wporg-contributor-orientation/blob/trunk/contributor-orientation.php, therefore, do not align with the projects needs. This might be caused by a continued confusion about the project, or a conflation of it with the Photo Directory (with Openverse listed under the Creating content, including blogs, photographs, or videos prompt in particular making me think this is part of the confusion).
In actuality, Openverse's needs are much more in line with, e.g., Gutenberg. I'm opening this issue to document the discussion about this I had with @ironprogrammer, and plan to open a PR to move Openverse under prompts better aligned with Openverse's needs, so please assign the issue to me, if that would help record that.
