Cargo right now does not support it by default rust-lang/cargo#8875

Our macOS Python packages are not Aarch64/M1 compatible by default and it would not be easy to make them so.
Source builds should work though.

Contributions are welcome. We won't work on this ourselves.

Building and testing M1 executables will require to use ARM-based workers in Github Actions, and there are no hosted workers yet.
