Can't Install 14.1 on macOS Ventura #325

Describe the bug
On my macOS Ventura (13.0) machine (M2 Air) I cannot install Xcode 14.1 (14b47b). The Release Candidate version works fine, or any prior versions I have tried. I have tried both being logged in and not logged in, tried a reinstall of Xcodes via brew, all result in this error:

The operation couldn’t be completed. (ProcessExecutionError(process: <NSConcreteTask: 0x600001bf25d0>, standardOutput: "", standardError: ""))

To Reproduce
On macOS Ventura, install Xcodes.app and attempt to install the latest xcode release.

Expected behavior
The version should install

@MattKiazyk It looks like this issue might not be the same as #323. I saw another issue is opened #338. I am also having the same issue as #338.

It looks like some partially downloaded files are presented in the cache folder. This solves the problem.
