It requests permission to use the Play billing service, access the network, find accounts and draw over other apps.

This is not accidental. Network and find accounts are used for the billing service. The billing service is used to add more graph windows in the paid version on Google Play. The "draw over other apps" permission is needed for the floating calculator.
