Split from #1376#comment:2, this would allow us to provide a UI for various things:

• replacement for the systray menu
• clipboard actions (manually accept / trigger a clipboard copy or paste)
• file uploads / download actions
• printing?
• menu forwarding support application menu forwarding in-window as a fallback mode #1035
  etc

Already started in r18080 for showing systray forwarding and notifications (see #1735)

• r18726: "xpra" menu with "about" and "disconnect" options
• r18730: "server" menu with "upload" and "shutdown" options
• minor tweaks in r18729, r18727, r18728

Still TODO:

• basic session info
• warn if the files are too big
• encoding submenu?
• cosmetic improvements, maybe add "widgets" (ie: clock) to fill in the extra space
