I'm working to port LightDM (and lightdm-gtk-greeter) on FreeBSD, but I noticed when encoding is not UTF-8 in language menu, items with accented characters are not well displayed.

And when locale is fr_FR.utf8 (for example), encoding is never add in label of submenu. Test checks only '@' character.

So patch fixes these troubles.
