Add a new mode AdminMode where admin can only submit job.

Oozie will add a new mode called Admin Mode. This will be the start-up mode for oozie where no job will be processed. Admin could only submit the job in this mode. No other job will be processed in this mode.

This will help admin to submit a test/pilot job before processing any user request.
