Locos: AC4400CW, GP38-2, SD40-2
Map: SandPatch
Scenario: Any
Moving of RailDriver throttle forward from "idle" rest notch to "dynamic brake" rest notch should result in "set/up" being indicated. Instead, throttle still reads as "idle" until throttle lever is moved further forward. Affects all three locos
Moving throttle back to rest notch from any dynamic braking setting should also register as set/up. The AC4400CW does this process properly.

Rechecked all listed issues with RDConnector v0.1.6-beta.0
All locos enter "set/up" properly when RD is moved from "idle" to "set/up".
Noticed some slight issues when moving the handle back to "setup" after Dynamic Brake application.
SD40-2: Slight flutter/dancing of Dynamic Brake handle between "1" and "set/up" when RD is set to "set/up". Presents when handle is moved from "2 or higher" down to "set/up".
GP38-2: Slight flutter/dancing of Dynamic Brake handle between "1" and "set/up" when RD is set to "set/up". Presents when handle is moved from "2 or higher" down to "set/up".
