Show banner if sending love is disabled

During certain operations sending love is locked, e.g. during import of users, when combining users.

It might be helpful to show a little banner or any other indicator that sending love is currently disabled because right now one would only find out when trying to send love and seeing the error message Sorry, sending love is temporarily disabled. Please try again in a few minutes.
