I will fill these values in automation depending on scales: 0-40 C / 32-104 F.

This is critical, since all US thermostats are useless now with 0-40 F settings

Fix in HA. Please test with the UI. Z-Wave-Me/home-automation@c0f0447

The UI still allow to set only up to 28 deg.

Z-Way reports correctly:
