Check stored/pixel size for strict parsing

Is your feature request related to a problem? Please describe.
When checking an image with subblocks with "StoredSize=37" for "H" dimension, CziCheck did pass without error.

Describe the solution you'd like
libCzi should check the stored/pixel size when strict parsing is enabled.
Then strict parsing can be enabled in CziCheck, on parsing an exception is thrown and corrupted/illegal files will not pass the CziCheck.
