create new submodule meta_tool.py
use pythonic method names
cache the results of get_event_count locally (i.e. another configuration file) (speeds up ShapeOut explorer)

The get_* methods could already support the new .rtdc file format with the definitions given in https://github.com/ZELLMECHANIK-DRESDEN/rtdc_hdf5/blob/master/Python/meta.py.
