broken tooltips and gray chat area (no text visible) on win 8.1

runs same OS as me.

note that the ui component is functional, it can be scrolled and hovering over (invisble) player names will produce tooltips.

some tooltips are broken (no text). player and battle tooltips are ok, it appears to be that tooltips with static content are the ones that dont work.

http://pastebin.com/ukN2FVzT contains messages refering to tooltips and the textwindow. as with the crash bug, the measureString function seems to fail.
