The issue is derived from retreat only being disabled with right click. The hotkey does not support sending right click.

Maybe retreat should just work like any other state (i.e. the Off state is a normal part of the cycle and RMB cycles backwards)?

Probably. RMB to cancel makes removing the state opaque.

I think its main point was to make it possible to disable retreat via a single click (instead of having to cycle through up to 2 other states first) but a keyboard hotkey probably lets you do that even faster.
