ZEUS-1858: Unified QRs: handle LNURLs used as lightning param

Relates to issue: ZEUS-1858

Although not explicitly specified in the Unified QR docs or BIP-21 spec, some pieces of software like BTCPay have been using LNURLs for their lightning parameters instead of bolt11 invoices.

This PR adds support for those LNURLs within Unified QRs
