ZEUS-1900: In-transit payments: convert to failed payments

Relates to issue: ZEUS-1900

This PR adds logic for LND that loops. through the HTLCs associated with the payment to check and see if they are all failed. If so, display the payment as failed instead of as in-transit. This PR also adds the ability to filter failed payments in the Activity filter. The filter is off by default.
