New taxonomy for scanner comments #173

Work is underway to create and upload a new taxonomy (scope-scanner-taxonomy) specifically for scanner comments during the active learning process. The fundamental label in this taxonomy will be a 'labeled' classification that highlights when a source has been labeled by hand. Scanners can filter out these sources to focus only on those still to be labeled.

The 'Labeled' and 'Ignore' classifications have been posted to Fritz under the Scope Scanner Taxonomy (ID 1014).
