Is your feature request related to a problem? Please describe.
Currently, djtools implements these PlaylistFilter classes which are applied in the playlist_builder.

These PlaylistFilter implementations are applied automatically without any ability to supplement or deactivate them.

Describe the solution you'd like
There should be a centralized registry of these PlaylistFilter implementations and a collection option for configuring which of these are applied.

This is included in the releases/2.7.0 branch and the latest beta release.
