Is your feature request related to a problem? Please describe.
Audio files in the Beatcloud should have uniform file format, bitrate, and peak amplitudes.

Describe the solution you'd like
Provided a list of path to audio files (via LOCAL_DIRS) read in audio files with pydub, normalize the amplitude using NORMALIZE_AUDIO_HEADROOM, and then export the audio in the desired AUDIO_BITRATE and AUDIO_FORMAT.

This is included in the releases/2.7.0 branch and the latest beta release.
