I tried combination of StaTheory and MemberDataAttribute. It says that parameters are not provided for the method. However WpfTheory works fine

I can't off-hand say why this shouldn't work. The design should allow it to, but these two types were created at very different times so it's quite possible there's a bug in StaTheory. I'd welcome a PR that fixes it.

An important part of the repro for this is that it's the console based xunit runner. Because dotnet test and the VS test explorer can run these tests just fine before any fix is applied.
