As a developer I would like to have the information in the web-api readme incorporated into the wiki #190

Is your feature request related to a problem? Please describe.
Right now there is a nice guide on setting up a local database for developers in the readme file in the web-api repository, as well as some good information on migrations.

Describe the solution you'd like
In order to have a nice and centralized place for information, I would like the information in the readme file in the web-api to be incorporated into the wiki page, possibly in this specific page (that right now references the readme in the web-api):
