Describe the bug
YamlStream.Load(TextReader) on version 11.2.1 can run forever for certain inputs.

To Reproduce

using YamlDotNet.Core;
using YamlDotNet.RepresentationModel;

new YamlStream().Load(new StreamReader(new MemoryStream(new byte[]{ (byte)'%', (byte)'-' })));
