Cross-link: Include dependency versions

We don't currently account for the version of dependency being used
for cross-package linking.

We should pull the go.mod file for the package being inspected,
parse it,
extract a list of module paths and versions from it,
and use that information when generating pkg.go.dev links.

We could also pass this information down to pkg-doc templates.
