putty doesn't seem to be progressing and i suspect that this may be beyond
the scope of your puttycyg intentions, but I would be _most grateful_ for a
filter on pasted text that could translate those accursed smart quotes that
are incresingly common into ascii...  cut and paste has become such a chore
these days.  *sigh*

If there's a patch, I can patch it in, but I don't have time to develop one.

Do you mean a unicode support for cygwin?There is a UTF-8 Cygwin patch from a 
japanese.
google the "UTF-8 Cygwin" you can get it.

I had made it work well. In the putty setting, choose a correct font which can 
show
the characters you want, and set the translation as UTF-8, it well work well.

A difficute thing is that if you want many languages character can be shown 
well,you
need a font which contain all the characters. I tried a chinese font named as
NSIMSUN, it seem that it contains most characters of the east asian languages, 
and I
am not sure but I had heard that the NSIMSUN contains many other language 
characters too.

This should be fixed upstream (in PuTTY).  However, I will accept a patch if 
someone develops one.
