User can "change" his/hers password with the same password

Should this be allowed? At least the user should be informed about it...

Steps:
User login using team user credentials
The user clicks on the username displayed on the screen
User clicks on my account button
The user clicks on the change password option.
Expected Result:
The new password should be different than the old password

Actual Result:
Users can change the password by entering the new password value as an old password.
