Add the possibility of sorting role permissions by the localized name

We have a lot of role permissions created in a standard way:

The problem is that eventually the role permissions are shown in the same order they are added. It's logical, but pretty confusing - it's getting hard to find the sought permission, if they are not sorted alphabetically:

I suggest adding some mechanism to be able to sort this list by the localized permission name.
