Is it possible to modify Gitlab Settings-> Outbound Requests -> Allow requests to the local network from hooks and services? #42

Allow requests to the local network from hooks and services is now disabled by default and will cause all custom hooks to fail inside the private network:

Is it possible to modify this setting programatically so that poor souls like me don't spend hours search for why their webhooks suddenly break?
