Integrate with OpenQA/os-autoinst

We are planning to test Fedora automatically with OpenQA and we want to be able to report bugs to Bugzilla with it. It would be great to have some OpenQA integration that lets us report directly from its web UI. That means adding plugin to libreport that uploads necessary files from VM to OpenQA (see https://github.com/os-autoinst/os-autoinst/blob/master/testapi.pm#L156 on how it's done) and adding "Report to bugzilla" button to OpenQA's web UI (that looks like this: https://openqa.opensuse.org/tests/52695).
