in some scenario estimateGas doesn't throw but the tx will actually revert after sending to chain, such as https://testnet.snowtrace.io/tx/0xf00adf0f5ba8e9f6ce3bc39805dc111feeb56ccee22f2373ee9d623f56c7e4e8#loaded

I think this is actually Fuji's bug, haven't reached acala yet.
