Rules for identifiers used in ACDH vocabularies added

As the current doorkeeper enforces identifiers of ARCHE resources of known classes to be covered by arche-assets URI norm rules, additional rules were needed for https://vocabs.acdh.oeaw.ac.at/ but also for external namespaces denoted with skos:exactMatch, etc. When it comes to the external namespaces used in vocabularies they were just grouped in one rule.
