Fix resolving crates.io/api #3

For some reason bazel's http downloader is treated like a full browser or something by crates.io, and is sent a weird 404 html page, instead of the crate tarball. As a workaround I'm referring to the AWS buckets directly.

This is no longer necessary -- we're leaving the vendoring to cargo
