Collect and export beamline settings with scan data

It's been requested in the past that the entire beamline configuration for a particular scan be made available. The short-term/easy solution to this is to have Acquaman automatically add entries for particular controls to either the scan header or the scan notes. I'm waiting on the values that would be of interest.

It could be interesting to think about a different alternative: having some kind of database table of beamline configurations, with entries that could be linked to a particular scan. #2265 is sort of a related problem, a special startup case that could benefit from this type of solution.
