[acsf-tools-dump] Create dump directory if not available #76

For the acsf-tools-dump, we have an option to specify the dump directory and default is ~/drush-backups if not specified.

In order to take a dump in a directory other than default, we first need to create the directory (if not available)

I think acsf-tools-dump should create the directory in the command itself if not already available.
